About CNSOER

The Canada-Nova Scotia Offshore Energy Regulator (CNSOER) is the independent joint agency of the Governments of Canada and Nova Scotia responsible for the regulation of renewable energy and oil and gas exploration and development activities that take place in the Canada-Nova Scotia offshore area. The CNSOER is based in Dartmouth, Nova Scotia.

About the Role

Reporting to the General Counsel/Secretary of the Board, the Advisor, Offshore Energy Benefits plays a key role in ensuring compliance with legislative requirements and supporting policy development for domestic supply chain and community benefits, particularly in the developing offshore wind sector. This is a remote role.

Responsibilities

  • Review and assess Canada-Nova Scotia benefits plans submitted by offshore operators for compliance with legislative requirements.
  • Evaluate industrial benefit plans and reports, including annual reports, supplier & infrastructure assessments, procurement strategies, human resources plans, and research & development plans.
  • Develop guidelines and regulatory frameworks for domestic supply chain and community benefits, particularly offshore wind.
  • Provide analysis, recommendations, and guidance to improve compliance and outcomes.
  • Monitor operator activities to ensure adherence to benefits commitments.
  • Conduct audits of benefits plans and procurement systems.
  • Investigate and respond to stakeholder complaints and compliance issues.
  • Liaise with federal and provincial governments, industry operators, suppliers, and other stakeholders.
  • Maintain databases and tracking systems for benefits activities.
  • Prepare correspondence, reports, policies and procedures.
  • Track submissions and ensure timelines and deadlines are met.

Qualifications and Competencies

  • University degree.
  • 3–5 years of experience in regulatory compliance, policy analysis, auditing or industrial and/or community benefits programs.
  • Strong analytical and organizational abilities.
  • Knowledge of procurement and contracting practices.
  • Audit and compliance experience.
  • Excellent written and verbal communication skills.
  • Sound judgement and decision-making ability.
  • Ability to build effective relationships with diverse stakeholders.
