About COAST Facility

The Climate and Ocean Adaptation and Sustainable Transition (COAST) Facility is a UK Government programme to strengthen coastal resilience and sustainable marine and coastal development in 4 focal countries in Southeast Asia and East Africa. COAST Facility is delivered by a consortium of organisations led by DAI Global UK Ltd., with DevLearn as the MEL Partner.

Overview of the Role

The MEL Manager is a key role within the COAST Facility programme, responsible for implementing Monitoring, Evaluation, and Learning (MEL) systems in Mozambique. The role also serves as the GEDSI focal point for Mozambique, supporting the implementation of the country GEDSI strategy and action plan.

Important: This role is part-time and based in Maputo, with occasional travel required. This role is only open to Mozambique nationals — applications from candidates of other countries will not be reviewed.

Key Responsibilities

Strategy and System Implementation

  • Support the development and periodic adjustment of the country-level Theory of Change (ToC), in alignment with the overall programme ToC.
  • Implement country MEL systems to meet monitoring, learning and reporting requirements, in collaboration with the MEL Lead and the wider MEL team.
  • Support implementation of the country GEDSI strategy and action plan, in collaboration with relevant country staff and the GEDSI and Safeguarding Advisor.
  • Lead partner onboarding to the COAST Facility MEL system and GEDSI requirements.
  • Work with the Project Delivery Manager and partners to review and update MEL and GEDSI tools.
  • Coordinate GEDSI project reviews and recommendations to improve GEDSI responsiveness.

Capacity Development

  • Support MEL and GEDSI capacity development within the country team, working with the MEL Lead and GEDSI and Safeguarding Advisor to identify needs and implement activities.
  • Participate in capacity development activities intended for MEL and GEDSI Officers/Focal Points.

Learning

  • Support portfolio management and structured learning, including through periodic country portfolio and project performance reviews.
  • Lead the development of country-led learning priorities, in coordination with the MEL Lead.
  • Contribute data and insights from the country portfolio to country-level and programme-wide learning processes and activities.
  • Contribute to the development of knowledge and communication products drawing from the country portfolio.

Reporting

  • Ensure timely preparation, submission and analysis of high-quality country-level monitoring data and narrative reports, aligned with COAST Facility reporting cycles, quality standards, and deadlines.
  • Collaborate with the MEL Lead to integrate country-level findings into programme-wide reports, demonstrating progress, impact, and lessons learned.

Position Specification

  • Proven experience in implementing MEL systems at the project or programme level.
  • Proficiency in data collection, analysis, and visualization tools.
  • Experience in training teams to integrate MEL practices into programme delivery.
  • Strong interpersonal skills to work with a varied set of national and international stakeholders, including the private sector.
  • Understanding of Gender, Equity, Disability, and Social Inclusion (GEDSI) principles and their application in project implementation and MEL systems.
  • Ability to manage multiple priorities and deliver results in a dynamic, multi-stakeholder environment.
